A handoff is intended to contain the issue category, civic context, bounded evidence and a stable reference while omitting unnecessary citizen identity and private application metadata.
Accountable workflow
Acknowledgement, assignment, inspection, transfer, work and resolution actions should remain auditable. Public presentation is separated from the private operational record.
Onboarding requirements
Future onboarding requires verified authority identity, geographic scope, official intake ownership, issue coverage, escalation expectations, security review and an approved operational contact.
